Fixation of TRCA to the newly appointed GDS - Clarification
It was clarified by Postal Directorate vide letter no 5-1/07-WS-1 dated 16.7.2012 that the allowances of newly appointed GDS BPMs on or after 01.01.2006 may be fixed at the minimum of the corresponding TRCA slab borne by the post against which the appointment is made.

(d)25% by direct recruitment from open market. Note:1: The scheme for Direct Recruit-ment shall be as per administrative instructions issued by the Department from time to time. | (ii)in column (11), the entry,- (A)for clauses (a) and (b) the following clause shall be substituted namely:- “(a)50% on the basis of Limited Departmental Competitive Examination by promotion from amongst Multi Tasking Staff of the recruiting Division with three years regular service in the grade including service put in, if any, against an erstwhile Group’D’ post on regular basis as on he 1st January of the year to which the vacancy(ies) belong failing which, from amongst Multi Tasking Staff of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from open market” (B)for clauses (c) and (d), the following clause shall be substituted, namely:- “(b)50% by direct recruitment on the basis of Competitive Examination Limited to Gramin Dak Sevaks* of the recruiting Division who have worked for at least five years in that capacity as on the 1stday of January of the year to which the vacancy(ies) belong, failing which from amongst Gramin Dak Sevaks of the neighbouring Division/Unit on the basis of the said Examination, failing which by direct recruitment from open market. *Gramin Dak Sevaks are holders of Civil posts by they are outside the regular Civil Service due to which their appointment will be by direct recruitment.”; |

Note 2 : [Applicable for (i) and (ii) above] : For the purpose of computing minimum qualifying service for promotion, the service rendered on a regular basis by an officer prior to 1-1-2006 (the date from which the revised pay structure based on the 6th Central Pay Commission recommendations has been extended) shall be deemed to be service rendered in the corresponding pay/pay scale extended based on the recommendations of the Pay Commission. Promotion from Group D/Postman should not be counted for grant of MACP - Judgement pronounced by CAT Jodhpur Bench
The hon'ble CAT bench Jodhpur in its judgement dated 22.05.2012, in OA Nos 382/2010,353/2011 and 354/2011 filed by the PA Cadre officials working in Rajasthan Circle, has pronounced that the promotion as Postal Assistant from Group D / Postman should not be construed as promotion under MACP and MACP should be granted based on 10,20,30 years of service in the respective cadre without considering the promotion attained through Limited Departmental Competitive Examination (LDCE) as one of the promotion for counting the no of promotions under MACP scheme.

Sub : Payment of arrears to the substitutes of Gramin Dak Sevaks who worked in leave vacancies from 01.01.2006 to 09.10.2009.
Consequent upon the implementation of one man Committee recommendations, the matter regarding payment of arrears to the substitutes has been reviewed.
2. It has now been decided that the arrears of allowances of the substitutes of Gramin Dak Sevaks who worked in leave vacancies from 01.01.2006 to 09.10.2009 may be paid on the basis of minimum of TRCA.
3. The amount of arrears admissible as per extant rules may be paid to the genuine substitute. There should not be any double payment. The DDO or paying authority should take every precaution in this regard.
4. Necessary provision in Budget should be made at appropriate stage and availability of funds will have to be ensured before incurring the proposed expenditure.
5. The actual expenditure incurred may be informed to this office immediately after payment of arrears.
6. This issues with the concurrence of Internal Finance Advice(Postal) vide their Dy No 158/FA/12/CS dated 30.05.2012.

1.GDS ఖాళీ పోస్టులలో సబ్ స్టూట్ గా పని చేసిన వారికి 1-1-2006 నుండి బకాయిలు చెల్లించుటకు IFA అంగీకరించినది. త్వరలో ఆదేశాలు ఇవ్వబడును.
2.కాష్ అలవెన్స్ : గతంలో నెలకొకసారి కాష్ అలవెన్స్ క్రింద 50/- ప్రతిపాదనకు బదులు ఒక సారి కాష్ BO నుండి AO కి తెచ్చినందుకు రూ 50/- ఇచ్చు ప్రతిపాదన IFA పరిశీలనలో ఉన్నది.
త్వరలో అది ఆమోదము పొందగలదని ఆశించు చున్నాము. అలాగే Dept.వారు అకౌంటు

I am directed to refer to this office letter of even number dated 15.06.2011 on the subject mentioned above and to say that Unions, in the meeting with Secretary (Posts) on 10.01.2012 and 12.01.2012, pointed out that the instructions issued vide ibid letter are not being followed strictly.
It is, therefore, again requested to please ensure that the cases of grant of Child Care Leave are liberally dealt with as per the instructions of Government of India as mentioned in the letter referred to above.

Subject:- Allotment of post attached/rent free residential accommodation
to PMs/SPMs.
Sir/Madam,
I am directed to refer to the department’s letter of even no. dated 28.03.2011, enclosing herewith instructions issued vide letter no. 7-6/99-Bldg. dated 13/14.12.2001. The part (C) of the instructions pertains to ‘allotment of post attached/rent free residential accommodation’.
2. It has been brought to the notice of the Department that in some circles, there has been resentment among the PMs/SPMs on being forced to accept quarters that are not in the premises of post offices, as post attached quarters. The matter has been under consideration in the Department for some time.
3. It is hereby clarified that the quarters, which are within the premises/building of the post offices, need only be declared as post attached quarters; which the PMs/SPMs are bound to occupy. However, in other cases, i.e. quarters which are not in the premises/building of the post office, it may be left to the discretion of the concerned Pos/SPMs whether to accept or not accept such quarters.
4. This may kindly be brought to the notice of all concerned for information, guidance and necessary action.
5. This issues with the approval of Member (Planning).

Announcement of vacancies for PS Group B Examination
The PS Group B Examination is scheduled to be held on 03.06.2012. But the vacancies for the Examination is yet to be notified by the Directorate. Department has taken decision to conduct PS Group ‘B’ exam on 3rd June, may be under old recruitment rules only. As per the calculations made by the IP/ASP association of Punjab circle, Vacancies predicted for the PS Group B Examination under each category as per existing recruitment rules are around 19 for IP Line in 165 point roster and2 for General line in 52 point roster.

Revision of Honorarium for Invegilation, Setting of Question Papers,Valuation etc for Limited Departmental Competitive Exams
Postal Directorate has revised the rates of Honorarium in connection with conducting of Limited Departmental Competitive Examinations Vide letter no A.34020/17/2008-DE dated 26.04.2012. The revised rates will apply to all Limited Departmental Competitive Examinations to be held on or after 26.04.2012.
The revised rates for various activities are as follows.
