Revision of Honorarium for Invegilation, Setting of Question Papers,Valuation etc for Limited Departmental Competitive Exams


Postal Directorate has revised the rates of Honorarium in connection with conducting of Limited Departmental Competitive Examinations Vide letter no A.34020/17/2008-DE dated 26.04.2012. The revised rates will apply to all Limited Departmental Competitive Examinations to be held on or after 26.04.2012.

Agent Commission on Savings Schemes


The payment of commission to agents of Public Provident Fund (PPF) Scheme and Senior Citizens Savings Scheme has been discontinued, with effect from 1st December, 2011. Commission under all other schemes (except MPKBY Agents) has been reduced from 1% to 0.5%. However, commission to Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) agents will continue at the existing rate of 4%.

The Committee set up by the Government for comprehensive review of National Small Savings Fund (NSSF) had, inter-alia, recommended rationalization of commission rate structure. Based on the recommendations, the Government has decided to reduce/ abolish the agency commission, the main, intention for which is to make these schemes more investor centric than agent centric. Market linked rates to investors, market linked interest rates on loans to States and Centre and viability of NSSF can only be ensured if the administrative cost of NSSF, of which this commission is a part, is brought down and the benefit of market alignment of rates is passed on to the investor rather than burdening the structure with higher administrative costs. To this effect, the decision of Government is pro investor and also keeps in mind the interest of agents where required.

Mini-ATMs in Villages


A Task Force headed by Shri Nandan Nilekani in its report on Aadhaar Enabled Unified Payment Infrastructure has envisioned an interoperable network of 10 lakh Business Correspondent Agents utilizing Micro-ATMs to cover the entire country for Financial Inclusion and Electronic Benefit Transfer (EBT).

The report has inter-alia recommended transfer of payments from Government and Government institutions to Aadhaar enabled accounts of beneficiaries at banks and post office. Every Government department or institution that sends EBT and Direct Transfer of Subsidy (DTS) payment to individuals would need to submit details of Aadhaar Number and amount to their accredited bank, which would credit the amount into the account of the beneficiary.

This information was given by the Minister of State for Finance, Shri Namo Narain Meena in written reply to a question in Lok Sabha today.

Modernisation of Post Offices


The Government plans to set up 1000 Automated Teller Machines (ATMs) and carry out computerization of Post Offices in the country as part of its ongoing modernization and upgradation drive. 

The Minister of State for Communications and Information Technology Shri Sachin Pilot informed the Lok Sabha today that the Department of Posts proposes to set up 1000 ATMs. 820 Head Post Offices have been identified for setting up ATMs across the country. Shri Pilot said that remaining 180 Post Offices will be identified during implementation phase. Of these a maximum 100 ATMs would be set up in Andhra Pradesh.

he Minister said nearly 25000 Departmental Post Offices have been computerized. The Department offers a number of premium services like Speed Post, Express Parcel Post, Logistics Post etc. to generate additional revenue for the Department, he added.

POSTMEN RECRUITMENT RULES 25% OUTSIDE RECRUITMENT DOP&T AGREED TO REMOVE IT

Com. M. Krishnan, Secretary General, NFPE, met Senior officers of the Directorate today, DDG (P) informed that regarding 25% outside recruitment in Postmen cadre the DOP&T has given approval for removal of “25% outside quota recruitment”. The file has been sent to Law Ministry for clearance. It may take minimum two weeks to one month for getting approval from Law Ministry. After that revised recruitment rules will be notified and Postmen Examination for the year 2011 and 2012 will be held.

The officers should also be informed that minimum tenure of posting in the Directorate will be of 2 years and during this period no request for reallotment will be considered from the officers except in exceptional cases.

RTP Service can not be counted for grant of MACP, Seniority etc - Clarification


It was clarified by Postal Directorate vide letter no 44-1/2011-SPB II dated 12.04.2012 that the service rendered under RTP Scheme prior to regular appointment as P A / S A can not be counted for promotion, seniority and grant of MACP.

Subject::- Payment of Dearness Allowance to Gramin Dak Sevaks (GDS) at revised rates with effect from 01-01-2012 onwards - Reg.
Consequent upon grant of another installment of dearness allowance with effect from 01st JANUARY, 2012 to Central Government Employees, vide Government of India, Ministry of Finance, Department of Expenditure O.M. No.1(1)/2012-EII(B), dated 3rd April, 2011, duly endorsed vide this Department's letter No.8-1/2012-PAP Dated 3.4.12, the Gramin Dak Sevaks (GDS), have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01-01-2012. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhanced from the existing rate of 58% to 65% on the basic Time Related Continuity Allowance, with effect from 1st January, 2012.
2. The additional installment of dearness allowance payable under this order shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the month of January to March, 2012, shall not be made before the date of disbursement of TRCA of March, 2012.
3. The expenditure on this account will be debited to the Sub Head 'Salaries' under the relevant head and should be met from the sanctioned grant.
4. This issues with the concurrence of Integrated Finance Wing vide their Diary No.104/FA/12/CS, dated 12TH April, 2012

LIMITED TRANSFER FACILITY TO GAMIN DAK SEVAKS – CLARIFICATION THEREOF

Department issued clarification on Limited Transfer Facility. The existing provisions governing Limited Transfer Facility do not prescribe any restriction for allowing transfer form one category to another and amongst the various categories of Posts irrespective of TRCA slabs prescribed for these categories and even from one wing to another i.e., RMS to Postal or vice versa.

This has a reference to your office letter No.CO/LC/21/OA/12 dated 27th Mar 2012 received only on 29.03.2012seeking advice if the various categories of the GDS Posts as prescribed in Rule 3 (d) of GDS (Conduct & Engagement) Rules, 2011 could be classified based on the skills or hierarchy or TRCA slabs within these categories.

New Delhi, the 4th April, 2012.
G.S.R…..- In exercise of the powers conferred by the proviso to article 309 read with clause (5) of article 148 of the Constitution and after consultation with the Comptroller and Auditor General of India in relation to persons serving in the Indian Auditor and Accounts Department, the President hereby makes the following rules further to amend the Central Civil Services (Leave) Rules, 1972, namely:-
1. (1) These rules may be called the Central Civil Services (Leave) (Third Amendment) Rules, 2012.
(2) They shall come into force on the date of their publication in the Official Gazette.
2. In the Central Civil Services (Leave) Rules, 1972, (hereinafter referred to as the said rules), in rules 43-AA, the existing "Note" shall be numbered as "Note I" and after Note I as so renumbered, the following note shall be inserted, namely :-
Note 2:- "Child" for the purpose of this rule will include a child taken as ward by the Government servant, under the Guardians and Wards Act, 1890 or the personal law applicable to that Government servant, provided such a ward lives with the Government servant and is treated as a member of the family and provided such Government servant has, through a special will, conferred upon that ward the same status as that of a natural born child".
3. In the said rules, in rule 43-B, the following note shall be inserted, namely:

Split in AIPED Employees Union - A new GDS union formed under NFPE

During the  7th All India Conference of All India Postal Extra Departmental Employees Union  held  at Mozri in Amravati District of Maharashtra Circle, from 6th to 8th April, 2012, one group led by AP,West Bengal and Kerala circle unions break away from SSMahadevaiah led AIPED Employees union and the break away group formed a new GDS union "AIPEU GDS (NFPE)"The following office bearers are elected to the newly formed AIPEU GDS (NFPE).
All-India Chairman:  Gopal pijay Sur - West Bengal. 
General Secretary:  P. Panduranga Rao - Gudur Dn of Andhra Pradesh.
